Sher Singh and Arjun Singh are identical twin brothers. Arjun is an honest police officer but Sher Singh becomes a dacoit under the influence of Bajrang and his gang. Sher Singh's daughter Champa and Arjun Singh's daughter Raamkali are also twins.

When Inspector Sultan Singh returns home after being away for a long time, he is shocked to see his grief-stricken parents. He sets out to exact revenge on the person responsible for the poor living conditions in his village.
